Abstract

Perencanaan Berbasis Data (PBD) merupakan pendekatan strategis yang menekankan penyusunan kebijakan dan program sekolah berdasarkan bukti yang valid dan terukur. Pendekatan ini telah diadopsi secara luas di tingkat global untuk meningkatkan efektivitas perencanaan pendidikan. Namun, di Indonesia, khususnya di sekolah dasar swasta, penerapan PBD masih menghadapi hambatan signifikan seperti rendahnya literasi data guru, keterbatasan infrastruktur teknologi, serta lemahnya budaya refleksi dalam pengambilan keputusan. Penelitian ini bertujuan mengevaluasi implementasi PBD di sebuah sekolah dasar Islam swasta di Kota Bekasi dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product) untuk memperoleh gambaran menyeluruh dari tahap perencanaan hingga capaian hasil. Metode yang digunakan adalah pendekatan kualitatif melalui wawancara mendalam, analisis dokumen perencanaan dan evaluasi sekolah, serta validasi tematik oleh pakar pendidikan. Analisis mengidentifikasi tiga praktik utama yang menopang keberhasilan PBD: pemanfaatan data Rapor Pendidikan untuk program matrikulasi dan pengayaan, kolaborasi lintas peran dalam penyusunan rencana strategis, dan pelaksanaan refleksi berkala sebagai mekanisme perbaikan berkelanjutan. Hasil penelitian menunjukkan bahwa partisipasi aktif kepala sekolah dan guru berperan penting dalam memperkuat kepemimpinan pembelajaran dan meningkatkan kemampuan literasi data. Temuan ini memberikan kontribusi empiris bagi pengembangan budaya reflektif dan kolaboratif di sekolah dasar, sekaligus menjadi acuan praktis bagi lembaga pendidikan serupa dalam mengoptimalkan pengambilan keputusan berbasis data demi peningkatan mutu pembelajaran.
